Council Minutes of 06-04-2024 5 <br /> Councilwoman Gilchrist,Chairwoman of the Streets and Transportation Committee: <br /> The Streets and Transportation Committee on Tuesday, May 28, 2024 at 8:22 p.m. Present were <br /> Committee Members Gilchrist, Shymske and Glassburn and Council Members Hemann, Limpert, Scarl <br /> and Madden, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, <br /> Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br /> Director Scofield, Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special <br /> Assistant to the Mayor Massarolo and guests. <br /> • Discussed Resolution 2024-59. A Resolution authorizing the City Engineer to advertise for bids <br /> to award a contract for the Brookpark Road Underpass Improvement Project (Phase II), as <br /> detailed in the specifications on file, and authorizing the Mayor, following approval of the Board <br /> of Control, to enter into a contract with the lowest and best bidder. Councilwoman Gilchrist <br /> reported that Director Upton explained that Phase II of the project will be fully funded by the <br /> City and will include a concrete median and new guardrails which will complete the full <br /> renovation of the Brookpark Road underpass. The Committee voted 3-0 to favorably <br /> recommend Resolution 2024-59 to Council and the Committee Meeting concluded at 8:25 p.m. <br /> COMMUNICATIONS <br /> None. <br /> AUDIENCE PARTICIPATION <br /> Connie English <br /> 5009 E. Park Drive <br /> Ms. English came to Council to ask several questions that were included in an email to Director Pinchek. <br /> She questioned moving the Pickleball courts from Springvale to North Olmsted park, concerned with <br /> how loud those courts can be. She asked if the grant money would remain at one million with the <br /> reduced number of courts, and other questions related to the North Olmsted Park plan. Ms. English also <br /> requested a copy of the geotechnical report for the cell tower, if one was available. Lastly, she asked for <br /> landscaping and green space to be added to the park plan to block the view of the 80-car parking lot and <br /> cell tower. <br /> Nancy Saegel <br /> 5248 W. Park Drive <br /> Ms. Saegel came to Council to state her concerns with the pickleball courts to be installed at North <br /> Olmsted Community Park, as they are very loud. She said she has live by the park for many years, <br /> through baseball and softball noise, but pickleball is very noisy. She feels there is too much going in to <br /> the park and feels that the plan will cause a lot of trees to be removed. Ms. Saegel agrees with Ms. <br /> English, and hopes there will be more landscaping to buffer those around the park from the noise. <br /> LEGISLATION <br /> Ordinance 2024-40 introduced by Mayor Jones was given its third reading. An Ordinance establishing <br /> new rates of compensation for administrative personnel amending rates for the Year 2024 (four percent <br /> increase); retitling the Police Secretary Position to Administrative Assistant, creating a part-time <br /> Property Room Manager within the Police Division and otherwise establishing the compensation rates <br /> and descriptions for various Administrative and Legislative Personnel for the years 2025 (three percent <br /> increase)and 2026 (three percent increase), and declaring an emergency. <br />
