Council Minutes of 06-18-24 <br />Connie English <br />5009 E. Park Drive <br />Ms. English came to Council to secure answers to a few of her questions. First she asked if the residents <br />surrounding the park would receive notice for a public hearing for the cell tower, as she received one for <br />park plan. The Mayor responded no to both, and Director Upton explained that the wireless <br />telecommunications overlay district within our zoning district has a provision that provides for cell <br />phone towers on City property not be subject to the provisions of that code. Ms. English also asked <br />Assistant law Director O'Malley as to the whereabouts of her records request that was made a "couple <br />of months ago". Mr. O'Malley responded that he is not familiar with the records request and therefore <br />does not know wherein the process the records request is. Ms. English asked for a certified copy of the <br />geotechnical report on the park, once one is completed. Ms. English also thanked Mr. Staid for reaching <br />out to her with regard to her question at the Parks and Recreation Committee. <br />LEGISLATION <br />Ordinance 2024-28 introduced by Mayor Jones and Councilman Limpert was given its third reading. An <br />Ordinance Amending Section 1101.02 entitled "Major Subdivisions; Procedural Requirements' of <br />Chapter 1101 of the Planning and Zoning Code of the Codified Ordinances of the City of North Olmsted <br />entitled "Subdivision Regulations" in order to eliminate the street length provision when a cul-de-sac is <br />planned as set forth in Section 1101.02(d)(2)(E), as Amended. <br />Councilman Limpert moved for adoption. The motion was seconded by Councilman Glassburn and <br />passed 7-0. <br />Roll Call: <br />Yes: Limpert, Glassburn, Gilchrist, Shymske, Madden, Start, Hemann <br />No: None <br />Motion carried. Ordinance 2024-28 adopted 7-0. <br />Ordinance 2024-34 introduced by Mayor Jones was given its third reading. An Ordinance to make <br />appropriations for capital improvements for the City of North Olmsted Parks for the year ending <br />December 31, 2024, as Amended. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br />passed 5-2. <br />Roll Call: <br />Yes: Limpert, Hemann, Gilchrist, Shymske, Scarl <br />No: Glassburn, Madden <br />Motion carried. Ordinance 2024-34 adopted 5-2. <br />Councilman Glassburn voted no with comment to state that this is a big project and different ideas have <br />been brought forward, but believes the added legislation is better because of that. More residents and <br />all of our parks will now be served. I think it is good and healthy to have some disagreement on big <br />decisions. Councilman Glassburn said it was his sincere belief that this project is too expensive, but <br />respects the goals, and commended the Mayor for generating more than one-third of the total cost in <br />grants and new revenue. Further adding, that with this commitment, this Council will have spent more <br />
