• Last on the agenda was Resolution 2024-86, which authorizes a three-year contract with the City of Olmsted Falls for police and fire dispatch services. This resolution mirrors the previous one with the Township, and that also was favorably recommended by council by a vote of 3-0. The Committee concluded 8:45 p.m. with emphasis on the importance of timely execution to ensure the readiness of our dispatch center by January 1, 2025, and that concludes my report, Mr. President. Council President Brossard: Thank you. Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee, do you have a report this evening? Councilwoman Gilchrist: I do not have a report, Mr. President, thank you. Council President Brossard: Thank you. Councilman Madden, Chairman of the Intra -Governmental Relations Committee, do you have a report this evening? Councilman Madden: Yes, Mr. President, thank you. The Intra -Governmental Relations Committee met on Tuesday, August 13, 2024 at 6:54 p.m. in the Caucus room, to discuss the Mayor's desire to appoint Mr. Keegan Radeff to the Tax Incentive Review Council for the unexpired term that runs from January 1, 2021 through December 31, 2024. Present were Committee Members Madden, Gilchrist, and Shymske, and Council members Glassburn, Hemann, and Scarl. Finance, Economic Development, Safety, Service, Recreation, Special Assistant to the Mayor, Clerk of Council, and guests. • Mr. Radeff introduced himself to the Directors and Council Members present and provided us with some background on himself. He spent six years in the Air National Guard, graduated from Kent State University in 2017 with an Accounting Degree, moved to North Olmsted in 2020, and has a passion for public service. • Mr. Radeff also is a licensed CPA and obtained a certificate as a government finance manager, which covers federal, state, and local government finances. He's worked for three years with the IRS and currently works as an accountant too, for the Northeast Ohio Regional Sewer District. Economic Development Director Upton shared with council that the functions of the Tax Incentive Review Council deal with reviewing of TIF projects and community reinvestment abatements to determine compliance and making recommendations if necessary to bring projects into compliance. • Mr. Radeff's background in accounting and particularly government finance, make him a good candidate for the position being filled. Mr. Madden made a motion to favorably recommend Mr. Keegan Radeffs appointment to the Tax Incentive Review Council for the unexpired term that runs through December 31st of 2024. The motion was seconded by Ms. Gilchrist and the committee voted three to zero to favorably recommend Mr. Radeff for the position.
