Public Safety, Health and Welfare Committee
<br />Councilman Scarl:
<br />I do, Mr. President, thank you. Public Safety, Health, and Welfare Committee met on Tuesday,
<br />November 26, 2024 at 7:38 p.m. Present were Committee Members Scarl, Hemann, and
<br />Madden. Councilmembers Glassburn, Gilchrist, Limpert, and Shymske. Council President
<br />Brossard, the Mayor, Directors of Law, Finance, HR, Economic Development, Recreation, Safety,
<br />Service, the Assistant Law Director, and the Special Assistant to the Mayor, and guests.
<br />• First item discussed was Resolution 2024-115, which is to purchase a 2024 Chevy Tahoe
<br />for the Fire Department. Director Scofield stated that this item is in this year's budget,
<br />and it is a replacement for the Chiefs Command Vehicle. Suspension is being
<br />requested as Tim Lally is holding the vehicle, and we do not want to lose it, or the
<br />quoted price. After a brief discussion, the legislation was favorably recommended 3-0.
<br />• Next on the agenda was Resolution 2024-119, the Demolition Contractors SOC, Mayor
<br />Jones first provided some context for this legislation. She explained that it is very
<br />frustrating for the City, and more importantly, the residents, living next to a condemned
<br />structure to have to wait for weeks, and sometimes months, to have the building
<br />demolished. Director Scofield added it's important to get quotes for demolition services
<br />to have them vetted and ready to deploy when the need arises. Director Scofield added
<br />having these companies vetted in advance in no way circumvents any due process for
<br />the property owner. A discussion was had with regard to how the insurance process
<br />works in these types of situations, and this legislation was favorably recommended 3-0.
<br />• Last discussed by Committee was Ordinance 2024-94, Food Trucks. Once again, the
<br />Committee and Council discussed the best way to manage food trucks in our city. All of
<br />Council discussed their preferences with regard to the number of days to allow a food
<br />truck within city limits per week. Most agreed to one day per week, but allowing for
<br />special events not to exceed four days. There was discussion on how these permits
<br />would be managed, and Director Scofield noted that the Building Department would be
<br />overseeing the compliance along with our police department. Director Scofield will be
<br />collecting Council's comments and amending the current legislation, at which time we
<br />will finalize in committee. The legislation was held in committee by a vote of 3-0. The
<br />committee meeting concluded at 8:33 p.m., and that concludes my report, Mr.
<br />President.
