Public Safety, Health and Welfare Committee
Councilman Scarl:
I do, Mr. President, thank you. Public Safety, Health, and Welfare Committee met on Tuesday,
November 26, 2024 at 7:38 p.m. Present were Committee Members Scarl, Hemann, and
Madden. Councilmembers Glassburn, Gilchrist, Limpert, and Shymske. Council President
Brossard, the Mayor, Directors of Law, Finance, HR, Economic Development, Recreation, Safety,
Service, the Assistant Law Director, and the Special Assistant to the Mayor, and guests.
• First item discussed was Resolution 2024-115, which is to purchase a 2024 Chevy Tahoe
for the Fire Department. Director Scofield stated that this item is in this year's budget,
and it is a replacement for the Chiefs Command Vehicle. Suspension is being
requested as Tim Lally is holding the vehicle, and we do not want to lose it, or the
quoted price. After a brief discussion, the legislation was favorably recommended 3-0.
• Next on the agenda was Resolution 2024-119, the Demolition Contractors SOC, Mayor
Jones first provided some context for this legislation. She explained that it is very
frustrating for the City, and more importantly, the residents, living next to a condemned
structure to have to wait for weeks, and sometimes months, to have the building
demolished. Director Scofield added it's important to get quotes for demolition services
to have them vetted and ready to deploy when the need arises. Director Scofield added
having these companies vetted in advance in no way circumvents any due process for
the property owner. A discussion was had with regard to how the insurance process
works in these types of situations, and this legislation was favorably recommended 3-0.
• Last discussed by Committee was Ordinance 2024-94, Food Trucks. Once again, the
Committee and Council discussed the best way to manage food trucks in our city. All of
Council discussed their preferences with regard to the number of days to allow a food
truck within city limits per week. Most agreed to one day per week, but allowing for
special events not to exceed four days. There was discussion on how these permits
would be managed, and Director Scofield noted that the Building Department would be
overseeing the compliance along with our police department. Director Scofield will be
collecting Council's comments and amending the current legislation, at which time we
will finalize in committee. The legislation was held in committee by a vote of 3-0. The
committee meeting concluded at 8:33 p.m., and that concludes my report, Mr.
President.
Council President Brossard:
Thank you.
