Thank you. We'll now move into audience participation. Thank you for attending tonight's
Council meeting. Public comment offers the opportunity for members of the public to share
information and bring issues or concerns to the attention of City Council members. It is not a
debate and public comment speakers should not expect a back and forth exchange. Also, those
attending City Council meetings should show the same respect to others that they wish to have
shown to them. If there is anyone in the audience who would like to address Council, please
come to the podium. State and spell your name and address for the Clerk. If you live in a city
other than North Olmsted, please state the name of that city and then proceed with your
comments, you will have up to five minutes.
Dan Barrett:
Good evening. Thanks for allowing me this time. My name is Dan Barrett. I live at 4630 Michael
Avenue. My last name is spelled B -A -R -R -E -T -T.
I've been a resident for about 30 years... 35 years, and I've had an unfortunate run-in with the
Regional Income Tax Agency. Unfortunately, I made the mistake of filing multiple returns in a
single envelope, and in that return was a return from my wife and I, and then my daughter, and
then my son and daughter-in-law. On each return, I signed it, attached the W-2, attached the
check and put all three returns in one envelope. So when somebody at RITA opened the
envelope, they saw my return, it tied, they flipped it. Then they went to my daughter's return,
and she lives in Westlake. So her liability was half of what is due to the City of North Olmsted.
They didn't realize that, flipped the page, took my son's check, applied it to my daughter, and
then started sending my son and daughter-in-law notices. Not to their address, to my address.
Now, I understand city taxes completely. You pay taxes to the city you work in, you file taxes to
the city you live in. If there's reciprocity, you pay the difference. Simple. These guys sent out a
four-page, small -type form, and they don't hesitate to bombard you with mail, and I'll admit, I
tossed the notices. Then I got a notice from Rocky River Court addressed to my son and my
daughter-in-law, to my house. That day, I called RITA, and I was lucky enough to get somebody
in the Law Department who took the time to go through my file. I could hear the bulb go off
over her head, and she said, oh, this is what they did, and went through the return. We got it
all squared away, she goes, you owe 20 bucks. At that point, I didn't want to debate her, I paid
the 20 bucks and moved on. So again, my son and daughter-in-law know nothing of what's
happened here. So then, a month later, I get a notice from Rocky River Court saying, hey, John
and Kristen, weresolved this case, but you got this mark on your record now, and I'm here to
complain about that. Because these kids don't deserve that. They don't deserve to go buying a
car 30 years from now and having this show up on their records, because some lazy,
incompetent people that represent you guys. Thank you for your time.
Council President Brossard:
Thank you, Dan.
