Council President Brossard:
Thank you. Councilman Glassburn, Chairman of the Finance Committee. Would you like to
offer one last committee report?
Finance Committee
Councilman Glassburn:
Oh, if you insist. The Finance Committee met in the Caucus Room on December 10th, at 7:34
p.m. Present were Committee members Glassburn, Limpert and Scarl. Councilmembers
Gilchrist, Hemann and Madden. The Mayor, and all Directors.
• The legislation on the Agenda for the evening was 2024-114, the temporary budget.
The temporary budget began with a review of the budget process.
o First. Within that, we reviewed the revenue. Which has some significant
opportunities for growth, in the income tax and property tax lines, as more
numbers come in. Individual departments made presentations. The largest
changes are concerning expansion of dispatch services, and making permanent,
a $250,000.00 appropriation towards the Healthy and Safe Homes program. This
is North Olmsted's unique program, that helps residents repair and maintain
their homes.
o Separate from this bill, the City will sweep all the remaining ARPA funds, and
ensure funds are spent before federal deadlines, and changes in federal policy.
The Finance Committee ended at 8:59 p.m.
And if I may have a moment of privilege, please. As others have said, my condolences to the
entire Brossard family. I will also say thank you to the running away child in the hall, and to my
wife for giving up their Tuesday nights; one of them for three years and the other for seven.
And I thank all of you, I was trying to do the math... I've had, I think 13 Council colleagues, two
mayors, two clerks, two presidents of Council, one law director and one finance director and
countless residents, and again, thank you all for your tolerance. I think we are a safer and better
City for the past seven year, whether I had influence on that or not. I'm excited about how the
City can change and continue to evolve with the times, so again, thank you very much and that
concludes my remarks.
Council President Brossard:
Thank you, the rest of you are going to have a tough act to beat. Councilwoman Hemann, Vice
Chair of the Public Safety, Health and Welfare Committee, do you have a report this evening?
Public Safety, Health and Welfare Committee
Councilwoman Hemann:
I do not, thank you.
12-17-24 Council Meeting Minutes - Page 5
