each year reaches out to the various law directors and asks the city and the law
directors to verify information concerning their own individual municipality. This year,
they specifically called out the issue of write-in candidates, and whether or not the
Charter would allow them. As I went through the different entities in Cuyahoga County,
I noticed that there were a number of communities that do not allow them. Some allow
them under limited circumstances, and some just allow them pursuant to revised code.
Having gone through a thorough review of the various sections of our Charter, it was my
determination that, as currently presented, write-in candidates would not be permitted
under the Charter in the city of North Olmsted. I advised the Board of Elections of that
fact, and then distributed that legal opinion to the various parties within the city. Other
entities, for instance, Westlake allows a limited, just to give you an idea of what other
communities do, Westlake is limited. You can do a write-in if nobody files, stuff like that.
The City of Fairview Park does not allow them either in their Charter. Which is not
surprising because I think Fairview Park and North Olmsted had a Charter that came into
being around the same time, and that's probably where the origin of that position
comes from. But nevertheless, I'm speculating on that. But at least as currently drafted,
and currently presented, in the future, anyone interested in running for office should
consult the Board of Elections, and get the appropriate petitions to appear at the
primary election in September. It's a little bit different with At -Large, but anyone
interested in doing so, should make sure that you get the information from the Board of
Elections and follow it very carefully, and that will, if you wish to run for office, you
would do it that way, as opposed to trying to do a write-in candidacy at some point in
the future because you will not be allowed to do so. So thank you, Mr. President. That
concludes my report.
