<br />I do, Mr. President. Thank you. The Recreation Committee met on Tuesday, March 25, 2025 at
<br />6:51 p.m. Present were Committee Members Scarl and Limpert, Council Members Shymske,
<br />Gilchrist and Marrie, Council President Brossard, the Mayor, Directors of Law, Finance,
<br />Recreation, HR, Economic Development, and the Special Assistant to the Mayor.
<br />• The Committee discussed Resolution 2025-26, the Phase 1 Renovations of Old Town
<br />Hall. Director Upton outlined the Phase 1 Renovations of Old Town Hall, focusing on
<br />ADA accessibility, masonry repairs, storm water drainage, a new chimney and stairs,
<br />HVAC system upgrades to keep the building weatherproof and climate controlled. The
<br />$710,000 project is funded through six sources, including federal, state, and local grants,
<br />with no impact on the City's general fund, and a legal memo will confirm the
<br />appropriate use of the TIF funds. The legislation was favorably recommended to Council
<br />by a vote of 2-0, and the committee concluded at 6:57 p.m. That's my report, Mr.

<br />I do, Mr. President. Thank you. The Finance Committee met on Tuesday, March 25, 2025 at 6:57
<br />p.m. Present were Committee Members Scarf, Umpert, and Marrie, Council Members Shymske
<br />and Gilchrist, Council President Brossard, the Mayor, the Directors of Law, Finance, Recreation,
<br />HR, Economic Development, and the Special Assistant to the Mayor.
<br />• First on the agenda was Ordinance 2025-28, the Then and Now Certificates. The Finance
<br />Committee heard explanations as to why certain purchases did not follow the required
<br />process. And while there were still exceptions, the list has improved since the last
<br />quarter report. The legislation was favorably recommended to Council by a vote of 3-0.
<br />• Next on the agenda was Ordinance 2025-29, which is legislation to sell a 2011 camera
<br />truck to Fairview Park for $12,000. Mr. Massarolo noted the truck has been sitting in our
<br />service garage for years and is no longer of use to the city. He also stated while the
<br />Kelley Blue Book value is $21,000, the truck has been stripped and is essentially just a
<br />chassis and cab, warranting the price reduction. It was discussed amongst the
<br />Committee and Council to amend the legislation to include an emergency clause so that
<br />Fairview Park can secure the vehicle sooner to help with flooding concerns on the
<br />border. The legislation with amendment, was favorably recommended to Council by a
<br />vote of 3-0.
<br />At this time, Mr. President, I move to amend Ordinance 2025-29 to include an emergency
<br />clause as reported, and ask for a second.
