Councilwoman Hemann:
Thank you. I would like to say that Jack Boss, while I haven't been in North Olmsted as long as
some of my colleagues, I am a very proud owner of one of the last supervised Jack Boss patio
installations. He was the only recommendation given to me. I took the recommendation, and
yes, his straw hat and suspenders graced the project, and I think I could drive a Mac Truck on
that patio and I'll enjoy it forever. Thank you.
Council President Brossard:
Thank you. Councilman Limpert, Vice Chair of the Finance Committee, do you have a report this
evening?
Finance Committee
Councilman Limpert:
I do, Mr. President. Thank you. The Finance Committee met on April 8, 2025 at 7:00 p.m.
Present were Committee Members Limpert and Marrie, Council Members Brossard, Gilchrist,
Hemann, the Mayor, Finance Director, HR Director, Safety Director, Service Director, Recreation
Director, Special Assistant Mayor and guests.
• Discussed were Ordinances 2025-30, 2025-31, 2025-32. These are all Ordinances that
provide for the issuance and sale of notes, anticipation of issuance of bonds to provide
funds to pay costs for constructing. Onne is for the fire station, the other one is for the
park and recreation project, and the other one is for the energy efficiency project that
Leopardo was a part of. Those total $10.575 million. They're all general obligation bonds
that will be rolled over to various purpose 2024 notes that mature on June 25, 2025.
• There's just some other things of note, Ms. Copfer noted that given that the current
interest rate and uncertainty with some of the bonds going to market over this month
with some of the economic national economic uncertainty, that it's probably good that
we're not going to market with these this month. They'll be expected to go this summer,
likely beginning or middle of June. And then some other notes about the projects
themselves. The $200,000 of the energy efficiency notes are being paid down and the
fire station project has not begun construction, and after that all three Ordinances were
recommended for approval to all Council by about 2 - 0 and the Committee concluded
at 7:13 p.m.
Mr. President, if I can just have a quick moment, I won't say much. I think Mr. Gareau and Ms.
Hemann noted well. But certainly, you know, it's sad to see some people have had a big
influence in the community that have been passed away. But I think we do, it is important that
we recognize people that have, you know, volunteered.
Council President Brossard:
Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee. Do you
have a report this evening?
Streets and Transportation Committee
Councilwoman Gilchrist:
I do not have a report. Thank you, Mr. President.
04-15-25 Council Meeting Minutes - Page 5
