Council President Brossard: <br />Thank you. Councilman Madden, Chairman of the Environmental Control Committee. Do you <br />have a report? <br />Environmental Control Committee <br />Councilman Madden: <br />Yes, Mr. President. Thank you. The Environmental Control Committee met on Tuesday, April 8, <br />2025, at 7:14 p.m. in the Caucus room. Present were Council President Brossard, Committee <br />Members Madden and Marrie, Councilwomen Gilchrist and Hemann, and Councilman Limpert. <br />Also present were the Mayor, Directors of Finance, Human Resources, Safety, Service, <br />Recreation, Special Assistant to the Mayor, Clerk of Council, and guests. <br />• On the agenda was Ordinance 2025-37, which is an Ordinance authorizing the City of <br />North Olmsted, pursuant to Section 941.01 (d), of the Streets, Utilities, and Public <br />Service Code to contribute 100% of the costs incurred for refuse collection by owners of <br />certain residential structures not otherwise authorized to receive refuse collection <br />services from the City of North Olmsted and declaring an emergency. This Ordinance is <br />the culmination of the efforts by the administration and approved by Council in 2022 to <br />contribute toward the cost of refuse pickup service for residential structures on non - <br />dedicated streets that had not been entitled to collection services from the City. This <br />legislation will affect 678 homes throughout the City. After a brief discussion on the <br />legislation for newer members of Council, Councilman Madden made a motion to <br />recommend the Ordinance to all of Council. It was seconded by Councilman Marrie. The <br />committee voted 2-0 to forward the Ordinance to Council, the meeting concluded at <br />7:23 p.m., and that concludes my report, Mr. President. <br />Council President Brossard: <br />Thank you. Councilman Marrie, Chairman of the Intra-Governmental Relations Committee, do <br />you have a report this evening? <br />Intra-Governmental Relations Committee <br />Councilman Marrie: <br />Yes, I do, Mr. President. The Intra-Governmental Relations Committee met on Tuesday, April 8, <br />2025, at 6:50 p.m. Present were Committee Members Marrie and Gilchrist, Council President <br />Brossard, Council Members Hemann and Madden, the Mayor, Directors of Finance, Safety, HR, <br />Service, Recreation, the Special Assistant to the Mayor, and guests. <br />• On the agenda was the Mayor's appointment of Mr. Anthony D'Alessandro to the <br />Planning and Design Commission. Mr. D'Alessandro provided Council with his <br />background information, which includes a master's degree in urban planning and design <br />and development. Mr. D'Alessandro brings a wealth of relevant experience including <br />working with and presenting before various planning and design commissions for other <br />communities. Council President Brossard and other Councilmembers thanked Mr. <br />D'Alessandro for his willingness to volunteer. The Committee voted 2-0 to recommend <br />the appointment of Mr. D'Alessandro to the Planning and Design Commission. <br />04-15-25 Council Meeting Minutes - Page 6 <br />
