The Planning and Design Commission may determine other materials <br />that meet this requirement at their discretion. <br />b. A maximum of twenty-five percent (25%) of a building's exterior facade may be <br />comprised of the following materials: split face block, scored block, wood, vinyl, <br />metal and other similar quality materials. <br />The use of Exterior Insulation Finish System (EIFS) and stucco is prohibited. <br />2. Building Modulation. Large, unarticulated building facades shall be prohibited. The <br />front fa4ade of a building shall be subdivided into vertical and horizontal elements <br />to reduce their perceived mass and height to contribute to a visually interesting and <br />pedestrian -oriented environment. <br />a. Facades of multi -story buildings facing primary and secondary streets shall <br />be articulated vertically to express distinguishable levels of a building- a base, <br />middle, and top. <br />b. Building facades facing primary and secondary streets shall be articulated <br />horizontally into distinguishable horizontal planes or bays. <br />The base (ground floor) of a building shall be emphasized with higher quality <br />materials, a large share of windows and entrances, and other elements <br />approved by the Planning and Design Commission. <br />3. Fenestration. <br />a. Along the ground floor fa4ade, buildings shall provide at least one (1) functional <br />entrance that is highly visible, faces the primary street and is directly accessible <br />and visible from the sidewalk. <br />On a corner lot, an angled entrance may be used to meet the <br />requirement for a street -facing entrance along both streets. <br />b. The maximum distance between entrances is seventy feet (70') along the front <br />fa4ade. <br />A minimum of fifty percent (50%) of the ground floor fa4ade and a minimum <br />of twenty percent (20%) of any upper floor fa4ade shall have transparent <br />fenestration. There is no maximum on transparent fenestration. <br />Transparent fenestration is measured as the percentage of glass area of a <br />fa4ade between floor levels. <br />d. Windows shall be recessed from the exterior wall plane to create depth and <br />visual interest. <br />NORTH OLMSTED MALL AREA MIXED USE OVERLAY DISTRICT <br />
