• Next was Ordinance 2025-120, the Transfer Ordinance. Director Copfer explained the <br />Transfer Ordinance is to cover multiple unanticipated expenses across several <br />departments in hopes to ensure sufficient appropriations through year-end. Some of the <br />expenses were due to vacation buybacks, changes in health care, and to cover overtime <br />in the Police Department. Legislation will be amended to redirect a grant from the EMS <br />Fund to Federal Grant Fund. Reduction in HR materials and supplies should have been in <br />Contractual Services also. The Committee voted 3-0 to favorably recommend to Council <br />with amendments. <br />At this time, Mr. President, I move to amend Ordinance 2025-120 to adjust the Transfer <br />Ordinance as reported, and ask for a second. <br />Councilman Limpert: <br />Second. <br />Council President Brossard: <br />Motion to amend Ordinance 2025-120 made by Councilman Scarl, seconded by Councilman <br />Limpert. Last on the agenda was Ordinance 2025-121, the 2026 Temporary <br />Appropriations. Director Copfer explained the Temporary Appropriations cover roughly <br />one-third of the annual budget to fund the city through the first quarter. Capital outlays <br />are excluded. Key adjustments were made for IT Contractual Services, Uniform <br />Allowances, Solid Waste Fund, OWDA Loan Payment. Amendments were added for deer <br />culling supplies, Police Capital Outlay, Clague Park project, Springvale Lake Dredging, <br />and the HVAC for Fieldhouse Locker Room Renovation. The Committee voted 3-0 to <br />favorably recommend to Council with amendments. <br />So at this time, Mr. President, I move to amend Ordinance 2025-121 as just mentioned in my <br />report, and ask for a second. <br />Councilman Limpert: <br />Second. <br />12-02-25 Council Meeting Minutes - Page 6 <br />
