Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee, <br />do you have a report this evening? <br />Streets and Transportation Committee <br />Councilwoman Gilchrist: <br />Yes, Mr. President, I do. The Streets and Transportation Committee met on Tuesday, December <br />9, 2025, at 7:32 p.m. in the Caucus room. Present were Committee Members Gilchrist, Hemann <br />and Madden, Council Members Limpert, Scarl, Marrie, the Mayor, the Service Director, the <br />Recreation Director, the Economic Director, the Chief of Staff, and the Law Director. The <br />purpose of the meeting was to discuss Resolution 2025-124 and Resolution 2025-125. <br />• The meeting started with Resolution 2025-124, a Resolution declaring the necessity of <br />the construction and repair of certain sidewalks in the City of North Olmsted by the <br />abutting property owners. The construction, repair, and assessment of the cost of <br />sidewalks in certain cases by the City. Director Upton reminded Council that this <br />Resolution will authorize the City to repair sidewalks that need to be repaired if the <br />owners do not repair them. The Law Director reminded Council that this is the first legal <br />step in the assessment process that requires a declaration of necessity. This resolution <br />showed 970 violations in Ward 2, which covers a total of 40 streets. The total cost will <br />be $870,930, which will be reimbursed by the homeowners after the repairs are <br />completed and residents send in their payments. Residents have the option to complete <br />the repairs themselves. A permit will be required and inspection after project <br />completion will be necessary. Shavings of sidewalks or raising of sidewalks are allowable <br />options that homeowners can explore independently. Residents will be given adequate <br />notice to fix sidewalks prior to the City stepping in to complete repairs if left undone. <br />12-16-25 Council Meeting Minutes - Page 10 <br />
