Resolution 2025-124 was recommended to Council by <br />Councilwoman Gilchrist and seconded by Councilman Madden and passed by a vote of <br />3-0. <br />• The meeting then turned to Resolution 2025-125, a Resolution authorizing the Director <br />of Economic and Community Development to advertise for bids for the award of a <br />contract to provide construction services for the 2025 Sidewalk Program, as detailed in <br />the specifications on file with the Division of Engineering, authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and <br />best bidder. Director Upton explained that this Resolution will let the City go for bid for <br />the potential construction services for the 2026 Sidewalk Program. Resolution 2025-125 <br />was recommended to Council by Councilman Gilchrist and seconded by Councilman <br />Madden and passed by a vote of 3-0, and that concludes my report, Mr. President, but if <br />I could please have a moment of personal privilege. Councilman Madden, Chairman of the Environmental Control Committee, do you <br />have a report this evening? <br />Environmental Control Committee <br />Councilman Madden: <br />Mr. President, I do not have a report, but I would like to amend a report that was made from <br />the Environmental Committee meeting, which took place on November 25, 2025. At that <br />meeting, it was indicated that the Spruce Stormwater Wetlands Basin Project, which is <br />referenced in Resolution 2025-105, would be approximately 60% funded by a combination of <br />$892,000 of ARPA grant money and $375,000 of State grant money, and since that meeting, <br />some new information has come from the Finance Director to correct the amount of available <br />funds to around $731,000.00 leaving $969,000.00 approximately, for project costs to be funded <br />through borrowing the money and repaying it over time from the stormwater fund, as opposed <br />to depleting the stormwater fund to cover the $969,000 cost up front. It's not changing the <br />Resolution that's coming before us, but I just wanted to correct the figures that were <br />mentioned at the meeting, thank you. <br />Council President Brossard: <br />Thank you so much.
