Councilman Scarl: • Next on the Finance Committee agenda was Ordinance 2026-42, the Then and Now Certificates. Director Radeff explained ongoing efforts to improve purchasing and invoice approval procedures to reduce the frequency of late purchase orders, and strengthen compliance measures. Council members discussed reoccurring annual expenses and the need for improved internal tracking. The Ordinance was recommended to Council by a vote of 3-0. • Lastly Ordinance 2026-48 authorizes the City to solicit proposals for excess employee health care insurance coverage. HR Director Kidd reviewed the City stop -loss coverage and recent health care claim trends. The Ordinance was recommended to Council by a vote of 3-0. The Finance Committee concluded at 7:41 p.m., and that concludes my report. Recreation, Public Parks and Buildings Committee Councilwoman Gilchrist: I do not have a report, thank you. President Pro Tempore Scarl: Thank you. Councilman Madden, Chairman of the Environmental Control Committee, do you have a report this evening? Environmental Control Committee Councilman Madden: Yes, Mr. President I do, thank you. The Environmental Control Committee met on Tuesday, May 26, 2026, in the Caucus Room at 7:10 p.m. Present were Committee Members Madden, Carr and Scarl. Council President Brossard, Councilwoman Gilchrist, and Councilmen Limpert, Marrie and Shymske. From the Administration were the Mayor, Directors of Law, Finance, HR, Service and Brian Blum from the Wastewater Treatment Plant. • On the agenda was Resolution 2026-46, which is a Resolution authorizing the Director of Public Service to solicit bids for the collection and disposal of solid waste and recyclable materials, and further authorizing the Mayor upon approval of the Board of Control to enter into a contract with the lowest and best bidder. Director Kearney advised Council that the current contract expires on December 31st of 2026, and we will be seeking bids for the collection of trash and recyclables effective January 1, 2027. The length of terms of the new contract will be evaluated from the bids which are received. A motion was made by Councilman Madden, seconded by Councilwoman Carr, and the Committee voted 3-0 to recommend the Resolution to all of Council. • Also on the agenda was Ordinance 2026-47, an Ordinance amending section 917.02 entitled "Limitations of Wastewater Strength" of Chapter 917 entitled Industrial Pretreatment of the Streets, Utilities and Public Services code, in order to comply with
