EPA regulations and declaring an emergency. Superintendent Blum from the
Wastewater Treatment Plant explained that there is a requirement to evaluate the
amount of liquid and solid waste entering the sewer system, and determine what comes
from domestic users and what comes from industrial users. American Wire and Cable in
Olmsted Township sends waste to our Wastewater Treatment Plant which led to the
EPA slightly adjusting the valuation for copper and zinc concentrations that are
allowable. This legislation is to reflect those changes in Section 917.02 in order to
comply with the EPA regulation. Councilman Madden made a motion which was
seconded by Councilwoman Carr. The Committee voted 3-0 to recommend the
Ordinance to all of Council, and the Environmental Control Committee concluded at
7:23 p.m.
And at this time, Mr. President, I would like to make a motion to amend Ordinance 2026-47
which was submitted with Exhibit A. The original included, I believe the entire chapter of the
Ordinance, and the only amendment and matter that is concerned in this is Section 917.02,
which is the limitations on wastewater strength. So that amendment was made to just include
that section, and I would like to ask for a second.
Councilwoman Carr:
Second
President Pro Tempore Scarl:
Motion to amend Ordinance 2026-47, made by Councilman Madden seconded, by
Councilwoman Carr.
