complete budget by January 1, so that we're not operating under a temporary budget. <br />Doing so in the past did restrict our ability to timely complete orders and purchases for <br />capital and equipment, and that is all I have. Moving into Council Committee reports. <br />Committee of the Whole <br />I will provide the Committee of the Whole report from this evening's meeting. The Committee of <br />the Whole meeting began at 7:00 p.m. Present were Council Members Brossard, Carr, Limpert, <br />Madden, Marrie, Scarl, and Shymske. Also present were the Mayor and the Directors of Law, <br />Finance, Human Resources, Economic Development, Safety, and Service. The Chief of Staff was <br />present; the Chief of Police was present and guests. <br />• We met to receive a short presentation from Safety Director Scofield and Chief of Police <br />Wagner regarding speeding issues on Lorain Road and 1-480, as well as other streets <br />within our city. We also met to discuss the future of e-bikes in the city and also noise <br />pollution from things like modified mufflers and loud motorcycles, etc. So pretty good <br />start to the conversation. I believe that the Mayor or the Safety Director indicated that <br />they're probably going to be bringing forth some legislation after Council returns from its <br />July recess, and the Committee of the Whole concluded at 7:25 p.m., and that will <br />conclude my report. <br />Councilman Limpert, Chairman of the Public Safety, Health and Welfare Committee, do you <br />have a report this evening? <br />Public Safety, Health and Welfare Committee <br />Councilman Limpert: <br />No report, Mr. President, but if I could have a quick moment of personal privilege. <br />Council President Brossard: <br />Of course. <br />Councilman Limpert: <br />Well, I guess this wouldn't be a personal privilege, but I was going to cover not only did we have <br />the park celebration, but we also got through our first, well there was a Westlake Memorial Day <br />Cup use of the fields, our first use of the Barton Bradley soccer fields from the first NOSO Cup <br />post our improvements. So I would just ask that we approve some budget items for some safety <br />improvements there, that I would just ask that we have our Recreation Director get feedback <br />from the NOSO Board, and from the auxiliaries that were there that day, and if we could have a <br />Safety Committee Review of that before we go forward with the changes, just to know if there <br />was any changes and what that looks like after we've gone through one session there.
