<br />This is just a note, as Safety Director [chair] that this is something that Director Scofield and I
<br />have been talking about for about a year and a half now, and they've been working to try to get
<br />legislation right, so thanks for bringing that up, I know many Council members have talked about
<br />it.
<br />Ms. Carrie Copfer:
<br />Hello. My name's Carrie Copfer, as you may know. I live at 25601 Timber Cove, and I'm also very
<br />happy to see Mr. Dial. I haven't seen him in a very long time, and I do believe that maybe the Law
<br />Director and maybe the Mayor might have been on Council at the time when Mr. Dial was an
<br />active participant. So it's good to see you. I would echo his comments and add, hopefully, and
<br />I'm sure you probably are, including the scooters, the electronic scooters, in this legislation as
<br />well, because they go very fast as well.
<br />I am here on another matter, however. I am here for 2026-7, the JEDD, and I'm happy hearing
<br />Mr. Marrie's report that it was back in committee and they were revising some things. I'm very
<br />happy that you took the annexation language out. I'm happy that you evened out the revenue
<br />versus the expense because that was always my question. Originally, as presented, we were
<br />getting 25% of the revenue, but we were being required to pay 50% of the expenses, and so I'm
<br />glad that at least you made it even, 25/75 and 25/75 on the expenses, or vice versa, 50/50, 50/50.
<br />However, I'm hoping that you might consider putting it back in committee again because I think
<br />that there's still some question as to, because the revenue that you get, while it's nominal, is net
<br />of any expenses that may happen in the district, the JEDD district, and the township is going to
<br />be providing administrative services and they can charge for it, including staffing. We'll have, you
<br />know, there'll be legal costs, RITA costs, all those things, and any revenue that the district
<br />generates is net, the expenses are netted, and so that any expenses that exceed the revenue in
<br />any quarter, the city would be, therefore, responsible for that percentage of the share of the
<br />excess expenses over and above the revenue. So I am concerned because, honestly, I don't know
<br />what the costs are associated with this, but I am worried about it in the sense that, I don't know
<br />that you guys do either. I'm hoping you do, but I would love for you to take it back in committee
<br />and delve into that to understand the impact of the expenses. Additionally, I am also concerned
<br />that the district is going to be using our income tax code, and it says whatever ours is, theirs is,
<br />and so I know that the first phase is the businesses, which, well, you'll get 2% of the income tax
<br />collections, and the employer withholding 2% and what have you, but a big part of this was also
<br />the apartment building, at least back when I was more involved with it, and the apartment
