Councilwoman Gilchrist, Chairwoman of the Recreation, Public Parks, and Buildings <br />Committee, do you have a report this evening? <br />Councilwoman Gilchrist: <br />I do have a report, Mr. President, thank you. The Recreation, Public Parks, and Buildings <br />Committee met on August 25, 2026, at 7:33 p.m. Present were Council President Brossard, <br />Committee Members Gilchrist, Scarl, and Shymske, Councilmembers Limpert, Carr, Marrie, and <br />Madden, the Mayor, the Service Director, the Recreation Director, the Economic Director, the HR <br />Director, the Chief of Staff, the Law Director, the Finance Director, the Springvale Superintendent, <br />and guests. <br />The meeting started with discussion on Resolution 2026-69, a Resolution authorizing the Mayor <br />to enter into agreement with Erna Penny Incorporated for a period of one year to provide an <br />automated teller machine ATM at Springvale Golf Course and Clubhouse in declaring an <br />emergency. Director Gareau explained that under current Ohio law, public employees are not <br />permitted to receive other compensation beyond what is established in their pay chart. However, <br />a bill has passed the Senate that would allow for tipping for government service employees, <br />particularly at golf courses, clubs, and restaurants. The bill is currently in the House, and if it <br />passes, then tipping would be permitted for government service employees. Director Gareau said <br />that he would let us know if it does indeed pass. Director Pinchek and the Springvale <br />Superintendent, Brett Smith, assured us that the ATM machine allows us to generate more <br />revenue as many customers use it to obtain cash to pay for their expenses. Resolution 2026 was <br />recommended to Council by a vote of 3-0. <br />Moving on, actually, Mr. President, at this time, I would like to make a motion to amend <br />Resolution 2026-69, and ask for a second. <br />Councilman Scarl: <br />Second. <br />Council President Brossard: <br />Motion to amend Resolution 2026-69 made by Councilwoman Gilchrist, seconded by Councilman <br />Scarl.
